MINUTES OF MEETING OF ADDERBURY PARISH COUNCIL HELD AT CHURCH HOUSE, ADDERBURY ON TUESDAY, 27 JULY 2010

Diane Bratt opened the meeting by introducing the new Clerk/RFO – Theresa Goss.

10/109 MATTERS ARISING FROM THE MINUTES OF 29 JUNE 2010
a) MUGA update – The hoop at one end is currently missing but has been ordered. The MUGA is being well used and enjoyed. The picket fencing has been left to one side as it may be useful for repairs and to see if the youngsters would like the fencing back – split feedback on this at the moment. Paddy Leeman raised that she is not impressed with the surface of the MUGA as puddles form in wet weather. Ann Lyons advised that a number of large depressions in the surface are causing the problem. Diane Bratt advised that if the water is collecting, this will cause a problem as it should drain to the field side. Mike Dolamore advised that the surface will need monitoring and that it should settle over time. Paddy Leeman raised that it is not like a proper MUGA as it does not have a cage around it – Diane Bratt responded that the picket fencing is available for use as it was felt that a cage may be too intrusive. Joyce Cox asked if cricket stumps could be painted on. All agreed that the surface is to be monitored and to ensure any problems are rectified prior to making payment.

b) Adderbury Running Club – As yet no request has been received for next year’s event. Paddy Leeman fed back that the music at the event started at around 8.45am, with loud commentary commencing at 9am. Paddy Leeman advised that the event was well supported and well run with minimal disturbance caused. Martin Rye advised that there was a good atmosphere at the event and people attended from far afield.

10/110 OPEN FORUM
Col Stuckey advised that he marshalled the running event – it was a huge success, more so than last year. Col Stuckey also raised the matter of a letter he had received from the conservation officer in response to concerns raised. To be added to the next agenda.

Tony Chard raised that a lot of rubbish had been left pushed up the embankment by the MUGA contractors – Diane Bratt advised that this debris should have been buried. Tony Chard raised that the area has not been grassed or prepared for grassing and will result in mud. He advised that a litter bin is required as 2 bags of litter had been collected. Tony Chard also advised that the cemetery path had now been cleared off but the problem had not been rectified.
TG Clerk to contact Highways to ask for the problem to be resolved.
Tony Chard raised that the problem of dog fouling on the playing field was bad yet again. Dog owners need to be educated and reminded that not picking up dog mess can result in a fine. Signs to be put up – to be added to the next agenda.

b) Planning Results – these were circulated to all members.

c) Milton Road North and South – The Milton Road South site has gone for appeal (Berkeley Homes). Milton Road North site application has been refused, but the change of use from agricultural to recreational use has been approved. The Milton Road South site has gone for appeal on the basis that the need for housing numbers still exists and that planning officers originally put the application forward for approval. This seems to ignore the point that councillors turned the application down as it was not seen as a suitable site – green field and outside the village envelope. APC originally opposed the Milton Road South site and will be asked to make further comments on appeal.

Ian Asbury raised that it could be viewed that there is an inconsistency in APC’s approach to the planning applications as all the objections raised with the South application could be equally applied to the North site. 273 letters of objection were submitted for the North site and only 5 letters of support. Diane Bratt advised that there is a big difference between 35 and 65 houses and 30% and 40% affordable housing, which were the main reasons for APC’s objections to the South site. Ivor Burgess added that the North development is in a specific area, whereas the South site has room to expand around to Berry Hill Road. Paddy Leeman raised that the quality of the houses on the North site is superior to those proposed for the South site. Ivor Burgess advised that any further APC comments should detail points on a like for like basis, to show that there is no inconsistency in the approach.

All agreed that APC should continue to oppose the South site throughout the appeal process. A vote was taken whether or not to continue to support the North site – David Griffiths proposed, Ann Lyons seconded, those in favour – 7, those against 2.

10/113 PLAY AREA INSPECTIONS

a) Lucy Plackett – swing seats to be replaced. David Griffiths to liaise with Tony Chard.
The village seats in the Lucy Plackett are in need of repair – add village seats to next year’s budget as some will need replacing. The trees above the seats need to be cut back – quote to be obtained from R Bickley. Joyce Cox to purchase a new litter picker.

b) The Rise – some litter present as the area is being used as a picnic area.
A quote is needed to repair the broken gate. PCSO’s to be asked to monitor the area.
Martin Rye advised that the Year 1 children from the school visited The Rise and Lucy Plackett Play areas to do some litter picking. Letters from the children with their findings were circulated at the meeting.
The annual play area and safety audit carried out by John Hicks was circulated.

10/114 REQUEST FOR USE OF LUCY PLACKETT PLAYING FIELD
a) Party in the Park – Diane Bratt advised that there had been a bit of spillage this year across the village from the Party in the Park, including some problems at the Lakes. The Clerk to ask if APC can have a representative on the Party in the Park committee. Advise PiP that 2011 has been agreed if along the same lines as this year. As for 2012, this is supported in principal but will grant permission at a later date once there is more detail as to the form the event will take.
 
b) Youth Activators – Event agreed – Clerk to advise.


10/115 AFFORDABLE HOUSING SURVEY
Mike Dolamore and Diane Bratt attended a meeting a while ago with regard to the rural exception site. CDC originally suggested that the Milton Road North site could be used – however the housing on this site was for ordinary housing only. The rural exception site is 6 – 10 houses completely controlled by a housing association together with APC; therefore this would be in addition to any other affordable housing on a site. Mike Dolamore advised that this affordable housing survey is premature and should be deferred for now.
All agreed – clerk to advise Tom McCulloch at ORCC.

10/116 SOR BROOK BRIDGE LETTER
Diane Bratt met with Jim Sokal today (27th July). Diane Bratt advised that they are going to do some work on the brook but that the bridge work will not start as yet. The Ash tree will be cut down and left to compost.

10/117 LUCY PLACKETT PLAYING FIELD
Joyce Cox had received a request to make the playing field a ‘dog-free’ area. This is too difficult to enforce, also the playing field has public footpaths running through it. Diane Bratt advised that if APC have names of any irresponsible dog owners, this can be followed up.
All agreed that 4 signs are needed. Dog Warden to be asked to patrol the playing field.

10/120 VERY URGENT BUSINESS
David Griffiths advised that he had spoken to Mike Wood – he advised that he has spoken to his family and that they would like a tree planted at the Lakes to commemorate Vera Wood. David Griffiths to liaise with Andrew Barnes to select an appropriate tree.

David Griffiths raised concerns regarding the proposed closure of the library.
TG APC to write to FOCAL to ask them to keep APC informed of any developments and to give APC support to keeping the library open. To be added to the next agenda.

Ann Lyons raised that the safety mirror at the end of Dog Close has been knocked / moved. Ian Asbury and Paddy Leeman to put right.

10/096 MATTERS ARISING FROM THE MINUTES OF 25 MAY 2010
a) Adderbury Running Club – Diane Bratt, Joyce Cox and Mike Dolamore met with Mr Gill from the Adderbury Running Club. On the whole he agreed with the conditions previously set out by APC. Diane Bratt asked for volunteers to check that the Lucy Plackett playing field is clear the next day – Ann Lyons and Patricia Leeman to carry out checks. No vehicles should be on the playing field, with the exception of Banbury Sound, toilet facilities and any medical facilities. It has been agreed that no music will be played before 10am, with the event finished by 1.30pm.

Mr Gill advised that the Running Club would like to hold this event each year. The event had previously been run as an add on to the Party in the Park event – separating this event will create an extra event day in the village. APC will have to consider this in the future, as the Running Club are keen to expand on the event, bringing in more entertainment, food vendors etc. This year will be used as a benchmark, and permission will need to be obtained from APC for next year’s event.

b) Commemorating Vera Wood & John Harper - David Griffiths met with Mr Wood to discuss, he is keen for a commemorative bench to be placed at the Lakes, but will speak to his family first and advise David Griffiths accordingly. The cost of the bench will be in the region of £800 – organisations Mrs Wood was heavily involved with will be approached for a contribution to the bench.
David Griffiths to advise the Clerk of contact details for these groups.
David Griffiths has not as yet spoken to Mrs Harper – to update in due course.

10/097 OPEN FORUM
Mr Chard asked for an update on the highways work on the path to the cemetery.
Clerk to ask Highways for an update.
Mr Chard asked for an update on the provision of salt bins. Clerk to contact OCC for update
Mr Chard raised concerns regarding the footbridge (item 6e on the agenda), as he is concerned that if the bridge is taken down it will end up not going back up. Diane Bratt advised that the situation had moved on from here and this would not happen. To be discussed further down the agenda.
A member of the public asked about the no cycling signs for Adderbury Court. Diane Bratt advised that these have been requested and should be put up shortly.

b) Planning Results – these were circulated to all members.

Mike Dolamore asked if any feedback had been received from CDC regarding the amount of trees being felled. Diane Bratt stated that CDC had advised that tree work is not a full planning application and does not therefore need a reason for the felling to be stated.
Clerk to circulate CDC response.

c) Letter received from Mr D Clarke – the content of the letter was discussed. Diane Bratt to draft a response and circulate to Councillors for approval before sending.

d) The Old Mill footpath diversion – Joyce Cox met with Jim Sokal, Tony Brummel and an aboriculturist. The work will be undertaken in 2 phases. The first will commence around the end of July to undertake the necessary tree work and create a 2ft wide path with stone chippings. The second phase is the building of the new bridge. The old bridge will remain in place until such time as the new bridge is ready. All agreed for the necessary tree work to be carried out and for crushed Hornton stone or similar to be used for the path surface.
Clerk to advise Tony Brummel of APC decision.

e) Meeting with J Bridgewater – Cllr Atkinson, Diane Bratt and Mike Dolamore met with Caroline Roache and Jameson Bridgewater from CDC planning. Following the letter from the government, CDC planning is waiting to see what will happen and will keep APC informed. At the time of the meeting it was not known if the Milton Road North application would be discussed at the next planning meeting.

b) Oxfordshire Association for the Blind – APC awarded OAB a grant of £100 last financial year. A request for £50 had been received for this financial year. All agreed to award the grant. Clerk to ask OAB to submit requests in April for future years.

10/100 PLAY AREA INSPECTIONS
a) Lucy Plackett – Brambles to be cut back. Clerk to obtain quote. Swing seats to be replaced.

b) The Rise – Quite a lot of litter. Costing required for an extra litter bin. David Griffiths to identify a suitable place for an additional bin.

CDC to be contacted regarding street bins in Adderbury as a number of the bins are not being emptied frequently.

10/0101 PARISH CLERK/RFO VACANCY
6 candidates to be interviewed on 10th July by Diane Bratt, Joyce Cox and Mike Dolamore.

10/102 VILLAGE SEATS
Rhoda Woodward advised that all of the seats in the village are in need of painting and some repairs. Oxfordshire volunteers or the probation service may be able to assist with the work. Mike Dolamore has details of all the seats in the village.
Clerk to look into making arrangements for the seat repairs.

10/103 TO RECEIVE QUOTE
Japanese Knotweed control – quote provided for the spraying of the Japanese knotweed. Martin Rye advised that he has a number of contacts who may be able to undertake the work for less cost. All agreed to wait for quotes from Martin Rye’s contacts.

10/104 INTERNAL AUDIT FEEDBACK
Internal audit report circulated. No changes to be made to the key controls and a few minor recommendations have been made.

10/106 VERY URGENT BUSINESS
Diane Bratt had received a letter from Mr & Mrs Smith who had raised concerns regarding the proposed pedestrian refuge near to Griffin Close / Twyford Grove, asking Councillors to reconsider their decision and acknowledging the need for the refuge. APC had previously agreed to the refuge and it will be going ahead – Diane Bratt to advise Mr & Mrs Smith.

Rev S Fletcher has requested permission to use the Lucy Plackett Playing Field on Sunday 19th September at 4pm for an outdoor service. Permission granted.

Joyce Cox advised that the entrance to the Lucy Plackett Playing Field had been churned up during the Party in the Park event – SCS the MUGA contractors have filled this in.

Diane Bratt advised that the MUGA contractors think that they have finished the work at the Lucy Plackett Playing Field although there is still some finishing off work to do. When it rains, there are puddles forming on the surface, therefore it needs further rolling to level it.

Mike Dolamore advised that the 2 wooden platforms at the Lakes need replacing. This needs to be put back to the Lakes Management Committee to decide if the platforms should be replaced or removed. APC are happy for the platforms to be removed if this is the management committee’s decision.

Martin Rye advised that the Elder trees at Adderbury Court are encroaching over the path and need to be chopped back. The silver birch trees obscuring the view by the seats are still to be cut back. Martin Rye to provide details of a tree surgeon who could carry out the work. A site meeting would be required prior to any work to decide which of the silver birch need removing. Residents to be consulted as to which they would like removed.

Ian Asbury raised the 2012 Olympics and the Queen’s Diamond Jubilee, for suggestions as to how to commemorate these events.

10/073 ELECTION OF CHAIRMAN
Diane Bratt opened the meeting by asking if anyone wished to stand as Chairman. There were no volunteers and it was proposed, therefore, by Joyce Cox and seconded by David Griffiths and unanimously carried that Mrs Bratt should be re-elected as Chairman. Mrs Bratt signed a Declaration of Acceptance of Office.

10/074 ELECTION OF VICE-CHAIRMAN
It was proposed by Martin Rye and seconded by Ann Lyons and unanimously carried that David Griffiths be re-elected as Vice-Chairman.

a) Revised bus stop upgrade proposals – Proposals agreed with some slight amendments to pole positioning. All agreed to the use of silver poles.

10/079 OPEN FORUM
Col Stuckey advised that he has asked the vicar to replace the missing rail outside the church, but as yet has had no reply. Work to replace the rails will be completed in due course. Col Stuckey also advised that there have been a number of burglaries in Adderbury and the surrounding area. Due to the warmer weather, windows and doors are being left open – neighbourhood watch are reminding people to be vigilant.

The Risk Management Log for 2010 had been circulated to all members. All members signed the log according to their area of responsibility. A signed copy of this document will be kept by the Risk Manager and the Clerk.

10/084 JUDGING FOR ALLOTMENT MILLENIUM CUP 2010
It was agreed to ask Jeff Moore to do the judging for the Millennium Cup again this year. The Clerk would send the usual letter to the Allotments holders advising that judging would take place during the summer months with the presentation of the Cup taking place at the annual Gardening Club Show in August.

10/086 CHURCH PATH LIGHTING
The Clerk had originally written to Michael Stevens to advise that the monies for the church path lighting would only be held until the end of the financial year. Diane Bratt suggested that this item be re-budgeted for next year.
Clerk to make a note in the budget files and write to Michael Stevens to advise.

10/087 DAY OF DANCE
Diane Bratt advised that the Day of Dance committee had met for an evaluation meeting. On the whole it was agreed that the security measures worked – there were still problems with underage drinkers turning up, but they were dealt with efficiently. This year’s security measures will need to be repeated next year. David Griffiths advised that the committee had suggested that additional bins be available next year. David Griffiths advised that he had received some feedback from the police on a number of issues: A safety action group needs to be formed, including all the necessary corporate bodies; the possibility of a road closure needs to be investigated for next year; all public houses need to employ the necessary door staff.

Diane Bratt raised concerns that APC is not responsible for the event – the lack of overall responsibility has contributed to the escalation of problems. APC will bear the cost of the security measures again next year, publicans to be approached for a contribution. The Day of Dance committee will write to all publicans next year to request that the appropriate door staff are employed.

10/088 MUGA UPDATE
Work due to go ahead late May / early June and should take around 5 days to complete. Work to avoid 10th and 12th June due to events being held on the field.

10/089 ADDERBURY RUNNING CLUB
Email received from the Adderbury Running Club requesting permission to hold the 3rd Adderbury Three Spires Challenge – half marathon on 10th July 2010, starting and ending the run in the Lucy Plackett Playing Field. Concerns were raised regarding the timing and types of activities being held on the Playing Field. Joyce Cox also raised the issue of changing facilities for the runners as the Lucy Plackett Activity Centre will not be available for us as a changing room.
Clerk to request further information from the running club.

10/090 COMMEMORATING VERA WOOD & JOHN HARPER
Vera Wood and John Harper contributed to the village over a long period of time. Vera Wood started the Contact magazine over 30 years ago and was very involved in village life, with a particular love for the Lakes, which she visited every day. John Harper had a particular affiliation with Adderbury Library.

The families of Vera Wood and John Harper to be contacted to obtain their thoughts on appropriate commemorations.

10/093 VERY URGENT BUSINESS

Parish Clerk Vacancy – 6 applications received so far

Lakes – Japanese Knot Weed has been identified at the Lakes. This is a notifiable weed that cannot be cut as it encourages growth – this weed will need to be sprayed.

Adderbury Court – Rhoda Woodward raised that the brambles have been cut away from the bus stop. Between the stile and the bus stop nothing has been cut on the main road alongside the amenity area – grass and nettles are overhanging the path and the path is narrowing due to soil being pushed onto the path.
Martin Rye to have a look and advise the Clerk if any action is required.

Cemetery – Ivor Burgess to check if there are any molehills in the Parish Council section of the cemetery. It is thought that the mole problem is in the Quaker part of the cemetery.
Clerk to issue next 6 months of bin rota.

Ivor Burgess expressed his thanks for the effort given by APC members with regard to the recent planning application (Milton Road South).

10/052 SPEAKER
Jamie Hazeldine from Oxfordshire Association for Young People (OAYP) delivered an interesting presentation on the work of the organisation, including what support can be given to the Adderbury Youth Club.

Mr Hazeldine explained that the OAYP is a voluntary youth charity who offers assistance and support to local youth clubs and centres. Some of the work involves provision of model policy documents to help set up the structure and management of a club; advice and support regarding club funding issues; insurance information; CRB checks for paid and volunteer workers; giving young people access to county activity programmes; the running of sports and other activities within local clubs and assistance with club worker recruitment.

Diane Bratt thanked Mr Hazeldine for his presentation and for his hard work with the Adderbury Youth Club.

10/053 CHAIRMAN’S REPORT
Members of Adderbury Parish Council have continued to work hard throughout this year on behalf of the Parish and I would like to begin this annual report by thanking all Councillors for their continued efforts.
The work done by the Parish Council includes all sorts of things, from looking after the cemetery, grass cutting around the village, provision of play and sports facilities, commenting on planning applications and maintaining areas we are responsible for like the Adderbury Lakes, the LP playing field and building, and the Friends Meeting House.

CDC consultation and possible housing development
Adderbury PC has been part of CDC’s consultation process on housing and development in the rural areas, and we have responded at all stages of the consultation on Adderbury’s behalf. I would like to thank those Councillors who have given up time to attend meetings on this during the year.
The process has been ongoing for a number of years and no actual Local Development Plan is yet in place for 2006 -2026. The current stage is called Options for Growth. Adderbury is one of 4 category A villages which CDC has suggested could take a rural allocation of about 360 homes. We have questioned our status as a category A village and have stated that we should only have a quarter share if this housing number is allocated to rural areas. APC’s responses (including our most recent) are on the Parish website.

As well as this consultation process CDC is at present short of about 350 homes (though not all are in the rural area). This means that recently two developers have made applications for Adderbury. APC has opposed the Berkeley Homes development on the South Side of the Milton Rd. The Timms application is currently being considered by members. Our responses on both applications will be on the CDC website.
APC is committed to achieving the best possible type of development and facilities for the community should any application be accepted by CDC.

Day of Dance
This is a traditional village event which celebrates the ongoing connections of Morris Dancing with this village. Unfortunately there have been a number of problems associated with this day which seem to have increased. Following last year, the PC decided that we would take responsibility for organizing some security on the day. I have been especially pleased by the support we have received from groups involved, especially the two Morris dancing teams, the Party in the Park committee, the Bell, the Institute management committee and the organizers of the car boot sale, who have all helped on the organizing committee for the day.
At present we have a team of security personnel for the day and also the police have agreed to send their mobile police station (to be placed near the Green) as well as a team of officers and PCSOs throughout the day and evening. Measures will be taken to prevent under – aged drinking and any unruly behaviour.
I would also like to thank all members of the PC who have joined me on this committee, especially David Griffiths who has liaised with the police and security group. This is a special day in the village and APC is proud of the Morris dancing history associated with the village. We hope that the measures taken this year will help to return this to a day that can be enjoyed by everyone.

Adderbury Lakes
The Lakes are one of the nicest features of life in Adderbury and many people use the Lakes as an amenity area. It is a nature reserve and the Lakes Management committee took the decision last year to keep management of the vegetation to a minimum. This followed a lot of work on the paths and trees in the previous year and has really meant only cutting back vegetation if it seriously restricted walking.
We realise not everyone has agreed with this approach and we have had a very few comments that the area looked ‘untidy’. The Management Committee feels that natural growth of vegetation should be allowed and we will continue with this policy. We will, however vary our clearing sessions so we can deal with some of the more rampant growth near paths which occurs early in the season. We would be grateful for help with these sessions from members of the public who regularly use this facility, and I would ask you to look out for adverts about the working parties and try to give up a couple of hours to help.
I would like to thank all residents who have helped in the past and also members of the Management Committee who have given considerable effort and time to the Lakes during the year.

Cemetery and Friends Meeting House
The cemetery is one of the Parish’s main responsibilities. We have recently changed our rules on reserving plots at the cemetery as it was becoming very difficult to manage allocating them. Also I would refer residents to our rules which do request that any extra items are kept to a minimum (and near the headstone) and that the grave is grassed, both for ease of maintenance. The cemetery regulations will be displayed in the notice board opposite the Friends Meeting House and I will look into putting them on our website.
I would also request that all items of rubbish are put into the correct bins and not thrown at the side of the bins or in the ditch alongside the cemetery. Members of the PC volunteer to put the bins out for collection and it is frustrating to find that people do not follow obvious and sensible procedures.

The Friends Meeting House is a very historic building. It dates from 1675 and is grade 2* Listed. Recently we have recently completed some maintenance in the building but often work like this has been in response to problems rather than following a well thought out plan. Ian Asbury and I have had discussions with the Friends, who own the building, about how we could make such a building more accessible to the residents of Adderbury and perhaps find a use for it which would enable it to be more valued than it seems at present. This would not mean changing it (which would not be possible under listing, also the Friends still use it for services and the main charm of the building is that it is like stepping back in time when you enter it) but we do feel it needs some repairs and perhaps slight renovation. There is nothing major wrong with the building but it does need more care than just piecemeal repairs. With this possible project in mind APC has begun a process to see if we could get grants for the work. I would like to thank Ian Asbury for taking on this project.

Amenity areas
APC owns a number of amenity areas around the village. Most of these are part of housing developments and have been passed into the ownership of the Parish Council under the planning permission. Those owned by the Parish Council are: Adderbury Court, Keytes Close and Rawlins Drive. Griffin Close is still owned by CDC. The most recent amenity areas of Sydenham Close and Henry Gepp Close are still under the control of CDC but will eventually come to the Parish. CDC is deciding on enforcement action against the developer to ensure the Sydenham Close area reaches the standard required to be passed to the Parish. The Henry Gepp area is now held up as the wall needs work to it and CDC is at present deciding what measures to take. I have spent some time discussing both these areas with CDC and have been very frustrated at the lack of urgency on their part – the Sydenham close area dates back a number of years.

Grass cutting
Last year the PC took over the contract for cutting along the road verges from Oxfordshire County Council. This means we are responsible for all the areas within the 30mph limit. This has caused some problems, especially on the Oxford Rd in the 40mph limit as the county contractors will only cut about a yard from the road, leaving a longer area which some people find unsightly. We cannot mow this area for H&S and insurance reasons, but there will probably be some changes to speed limits in the near future which will allow us to take over these awkward parts. On the whole we felt the grass was well kept last year and I would like to thank all householders who mow their own frontages and help keep the village so neat and tidy.

Traffic calming
This has been an ongoing project for a number of years.
At present APC is discussing ideas with OCC highways department. We have tried to create an overall plan which would not simply solve one problem by pushing traffic to another part of the village. However the key issues are money and getting agreement from Highways. There will be some improvements as a result of recent building (the Leonard Cheshire site) but this has not yet been finalised.

Youth facilities
The youth club was established about 18 months ago but has not run for much of this year. The YC committee have continued to work to re establish a club for youngsters. They have consulted with experts in this field and now have both a venue and a youth leader. The club is due to open in the middle of May, and will be based at the Football club building. This will be for children from 9-13 years of age and for about 1½ hours one night a week initially.
I must thank the YC committee, especially the chairman Paddy Leeman, for persevering with this project and the PC hopes this will be a success.

Flood prevention
I want to thank our District Councillor Rick Atkinson and Ian Asbury for their efforts in liaising with the Environment Agency and CDC over flood prevention in Adderbury. The Parish Council has responded to recommendations from CDC and the environment agency. It has been agreed to straighten the brook near the footbridge into the LP playing field, which will also get a new footbridge. Councillor Atkinson is also continuing to work on other measures.

I would like to again thank all members of the Parish Council for their hard work throughout the year and for being willing to give up time for the community. All councillors do far more than simply meet one evening a month and Adderbury should be both pleased and proud that they have such a good Parish Council.
Last, but by no means least, I would like to thank our Parish Clerk, Emma Moore, who has done an excellent job in her first months as clerk.

10/054 DISCUSSION OF CHAIRMAN’S REPORT
David Griffiths, Vice Chairman, thanked Diane Bratt on behalf of the Parish Council for her continued leadership and support she had given this year.

Andy Green thanked the Parish Council on behalf of the village for the work done over the last 12 months and commented on the poor turnout of villagers at the meeting. Colonel Stuckey seconded Andy Green’s thanks to the Parish Council.

10/055 FINANCIAL REPORT
The Clerk provided a written financial report setting out details of the Parish Council’s budget and precept, which for 2010/11 would be £28.30 for a Band D property.

10/056 ANY OTHER BUSINESS
Rhoda Woodward advised that she had applied to Grassroots for a £500 grant for the over 60’s club. Grassroots provided a total grant of £1000 to also cover the minibus costs.

Ian Asbury raised the idea of planting specimen trees in the village to commemorate the 2012 Olympics, including some form of plaque. Diane Bratt advised that the idea could be put out to the village and discussed at a future APC meeting.

Nigel Randell raised that the Parish Council website is in need of updating. Joyce Cox to check as all information had been added to the website.

Rhoda Woodward raised that she had received some comments suggesting that the vegetation around the footpath at the Lakes needs cutting back. Diane Bratt advised that this will be cut back later on in the year.

10/059 MATTERS ARISING FROM THE MINUTES OF 30 MARCH 2010
a) APC draft core strategy consultation response – APC has now submitted the response to the consultation. All agreed there are no further comments to be made.
b) Berkeley Homes letter – the Clerk had received a letter from Berkeley Homes reiterating the points made in the previous letter, clarifying the offer on a financial contribution to community facilities and assuring a commitment to high quality design within the site. The letter also reaffirmed that the proposed football pitch and changing facilities would be transferred to the ownership of the Parish Council and that a financial contribution will be made to the local school. APC agreed that there is no change to the comments previously made in response to the application in light of this letter.
c) Party in the Park grant (not on the agenda) – A previous grant had been requested for a contribution to the event – APC had advised that the PiP committee should reapply for a grant with a more specific request. The request received is for a contribution towards the generator for the lighting tower. All agreed on £150 grant. 
Ann Lyons raised concerns regarding the lighting tower as a resident adjacent to the playing field. PiP committee to be asked to ensure that any lighting is directed away from neighbouring houses.
d) R Bickley quotation (not on the agenda) – it was agreed to accept Mr Bickley’s quote of £110 to tidy vegetation around The Rise bus shelter and stile.

10/060 OPEN FORUM
Col. Stuckey raised that the issue regarding the rails outside the lych-gate is in hand and Martin Rye agreed to assist with the necessary CAD drawings.

10/061 PROPOSED BUS STOP UPGRADES
Chanika Walawage and David Taylor from the Public Transport Development Team, Oxfordshire County Council attended the meeting to discuss the proposed bus stop upgrades.

The initial proposal had not been well received by APC, therefore the purpose of the attendance at the meeting was to gain APC’s views and agree a way forward. Diane Bratt had asked Councillors to look around the village prior to the meeting to gain ideas on which bus stops needed attention.

Joyce Cox raised concerns over the proposed raised kerbs as they cause a hazard if bus drivers do not pull up close enough to the kerb. Chanika Walawage advised that the kerbs are included in the proposal as a suggestion, as they aid the elderly, parents with pushchairs etc. Ian Asbury asked if the raised kerb areas would be accompanied with yellow painted areas. Chanika Walawage advised that this would only be required if a parking problem arose. Paddy Leeman raised that bus drivers rarely pull up close enough to the kerb to utilise the raised kerbs. Graham Harris advised that the raised kerbs present a problem for bus drivers as they can cause damage to the bus and ramps. David Taylor advised that the raised kerbs will not be imposed if they are not required.

David Taylor advised that a standard county flag has been produced to provide information at one point. Ian Asbury advised that Cross Hill Road has a bus shelter which is perfect for displaying information and that the suggestion to put in extra furniture is a waste of money. At present there is no southbound post at this location as this is no-where to place it appropriately.

David Taylor advised that the Public Transport Development Team are sensitive to people’s concerns and the local character of the village. If it is not required then no changes need to be made to the stops in Adderbury. Diane Bratt advised that the sign on the lay-by by the school is inadequate and in need of replacing. Diane Bratt advised that if the team are proposing to replace old furniture with new in the same spot then APC are supportive – no extra furniture is required. APC do not require any signage / writing on the road. Chanika Walawage raised that the street lighting team do not want a sign on the lighting pole outside Cheshire Homes; therefore they would like to put a pole on the opposite side of the road. Diane Bratt advised that if the pole can be fitted in appropriately then APC would support this.

Diane Bratt asked that the bus stop upgrade proposals be revised in light of the comments made during the meeting and submitted to the clerk before the next APC meeting (25th May).

Diane Bratt thanked Chanika Walawage and David Taylor for their attendance at the meeting.

Diane Bratt advised that the Day of Dance went well and that a meeting to evaluate the day has been scheduled for Wednesday 12th May. Any comments to be submitted to the Clerk prior to this meeting.
Rhoda Woodward raised that Mr Cook had seen several youngsters going into one of his fields. He rang the Police and was very pleased with the backup received. Diane Bratt agreed that the Police presence had worked well when closing the Lakes.

David Griffiths raised that he was concerned later on in the evening with the amount of litter in the village. The park was cleared of teenagers around 8.30pm following a fight. At 9am the next morning all rubbish had been removed – a superb job had been organised by the Morris Men. The Police did have some concerns about the amount of bottles littering the village around 6pm.

Paddy Leeman advised that she had witnessed handbags etc being searched. Mike Dolamore agreed that the security had worked well and he had witnessed a large group of youngsters having drink removed. Diane Bratt advised that the Police had taken the numbers of cars belonging to parents who were witnessed dropping off youngsters with alcohol. Diane Bratt had also witnessed youngsters being questioned as to where drink had been obtained and subsequently drink being poured away. A number of cautions were given out during the event. Ann Lyons felt that the security was worth every penny spent and had witnessed youngsters attempting to enter the village with a shopping trolley full of drink, which was subsequently confiscated.

10/066 TRAFFIC CALMING
Ian Asbury talked through the feasibility study and plans provided by David Clough, OCC Highways.

APC agreed that:
• The proposed traffic calming measures on the Milton Road will be superseded by the current planning applications and will need to be put on hold pending the outcome of the applications;
• The first option pinch point outside the Pump House garage is the most appropriate, with an extension to 3.5m between the pinches and for consideration to be given to any impact traffic calming measures may have on the garage;
• 2 pedestrian refuges to be placed on the Banbury Road near the Cheshire Homes site;
• None of the proposed traffic calming measures to be added to the Aynho Road; and
• A gate to be added on the other side of Katharine House outside the 40 mph limit.

Mr Meadows had requested funding for the production of flyers to encourage volunteers to take part in a Community Speedwatch. APC agreed that they did not see the need for any flyers to be circulated, as the scheme is co-ordinated through the Police, therefore funding will not be provided.

10/068 RISK ASSESSMENT ANNUAL REVIEW

 Rhoda Woodward raised that she had received some complaints regarding cyclists using the footpaths to the rear of Adderbury Court and through Adderbury Court. Rhoda Woodward had also nearly been knocked down by a cyclist on this footpath. Sarah Aldous at OCC to be contacted to request a ‘No Cycling’ sign.

 Mike Stevens from the Parochial Church Council has written to Diane Bratt with regard to APC funding the church path lighting. This has not been budgeted for in 2010/11. The Clerk originally wrote to Mr Stevens advising that the monies would not be available after the end of the financial year. To be added to the next agenda.

Joyce Cox raised that an incident had been reported of youths on the swings at the Lucy Plackett, drinking vodka and being abusive.

Diane Bratt opened the meeting with the sad news that Vera Wood and John Harper had recently passed away. Vera Wood had dedicated much time working for the good of the village. John Harper had been a member of the Parish Council for a number of years, as well as a District Councillor. John had done a considerable amount of good for the community, including supporting the Football Club, working with the Parish Council and securing the Bowls Club ownership from Cheshire Homes. Diane Bratt wished to give condolences to the families on behalf of Adderbury Parish Council.

09/249 MATTERS ARISING FROM THE MINUTES OF 23 FEBRUARY 2010

a) Friends Meeting House – Ian Asbury has now met with all of the builders who are providing quotes for the repair of the building. All quotes were to be submitted in time for this meeting, however, only the quotes from David Tew have been submitted. Ian Asbury now proposes to approach some of the organisations and charities who may contribute to a fund – with a view to having enough money to carry out the works by the end of the year. All Councillors agreed on this course of action.
b) Entrance to Cemetery – Clerk had contacted OCC Highways regarding the state of the entrance to the Cemetery. OCC Highways are going to clear the pathway and assess the damage and any remedial works that are required.
Ivor Burgess raised the issues of bins at the Cemetery. Visitors to the Cemetery are placing artificial flowers in the garden waste bins, resulting in whoever is on bin duty having to sort through the bins to put the waste into the correct receptacle. Ian Asbury has experienced the same problem and has found that visitors are being disrespectful to the Cemetery when tending to graves – by leaving rubbish lying around or by placing the rubbish in the incorrect bin, despite notices being placed on the bins.
A notice is to be placed on the Friend’s notice board and further notices to be placed IA on the bins

09/250 OPEN FORUM
Colonel Stuckey advised that a year ago he had offered to replace the handrail outside the lych-gate. Martin Rye has offered to complete the drawings and Colonel Stuckey is now working with the Vicar to make the changes. Colonel Stuckey also stated that the resurfacing work at the back end of Church Lane was a job well done but that the front end of the Lane also needs doing. Colonel Stuckey will write a letter to Highways, copied to APC.
Chris Wardley asked the Parish Council what they considered to be the implications of the planning applications put forward. 61 dwellings had recently been approved in Milton Road, Bloxham which was not expected. This is due to Cherwell District Council not having a 5 year plan of deliverable land.
Diane Bratt advised that the Parish Council consultation response would be discussed further down the agenda. Diane Bratt also advised that Cherwell District Council are now under pressure to fulfil a shortfall in housing and they will want to put some of this shortfall into the villages. All the Parish Council can do is respond to applications as and when they are submitted.
Ann Horcrest raised that the churned up grass at the entrance to the Cemetery is due to people parking cars on the verge. Ann Horcrest also raised concerns about traffic by Adderbury Park and asked whether any traffic calming measures will be introduced. Ian Asbury responded that meetings have taken place with Highways to discuss volumes of traffic and speed. Highways are looking at Oak Tree Corner to see if changes can be made to make it less convenient for traffic to turn left, possibly with a temporary pinch point, but it poses a difficult problem to address.


09/251 LDF CORE STRATEGY
a) Feedback from CDC meeting – Ian Asbury attended the meeting at Cherwell District Council, presented by Council officers to explain the Core Strategy document. CDC has to accommodate a large number of houses as imposed by Central Government. The document states that the 4 Category A villages (Adderbury, Bloxham, Bodicote and Deddington) will need to accommodate 350 dwellings over the next 15 years. The allocation will not be equally divided between the villages but will be dictated by what development land comes forward. There is a problem with the categorisation of Adderbury as a type A village, as Adderbury does not have the services available as the other 3 villages do. Adderbury residents need to drive to access the same services, which the other villages’ residents can access on foot. It is thought that Adderbury scores highly due to the bus service, even though only a few people use it. APC need to respond to the Core Strategy consultation (before 19 April) and it would remove some of the pressure if the village categorisation was the same as Hook Norton for example. This would make it easier to argue against applications for large numbers of houses.
Diane Bratt stated that the village categorisation issue was raised with CDC in November 2008.
b) Letter received from Mr S Mascall – the letter largely focused on the Milton Road South planning application. APC did take account of all comments received from residents when submitting their response to the application. Mr Mascall raised that 65 dwellings is too great a number as this has an environmental impact on the whole village. The bus service currently costs £4.60 return which is too expensive, making it cheaper to use a car. Mr Mascall has also written a letter to the head of the development along with a letter from the Christopher Rawlins School, explaining that the school is already significantly over-subscribed. Mr Mascall has also written a response regarding the Core Strategy document, copy to be forwarded to the Clerk.
Diane Bratt confirmed that in APC’s response to the Milton Road South application the issues of the oversubscribed school, increase in traffic and incorrect village categorisation had all been included. Diane Bratt also advised that if anyone wants to make any further comments regarding the application, contact CDC over the next week.
c) Letter received from Mr C Wardley – Diane Bratt read out the letter which focused on the Core Strategy consultation. Mike Dolamore raised that the number of houses being allocation over a prolonged period of time is not unrealistic, but 65 houses at one time needs to be resisted and that an infill approach is more acceptable.
Diane Bratt advised that over 100 dwellings have been built in Adderbury over the last 10 years without much suffering to the village. The developments have been reasonable and on the whole the village has got what it wanted – developments like Adderbury Court fit in well. Diane Bratt agreed with Mr Wardley’s comments that Adderbury doesn’t have an obligation to fulfil CDC’s housing vacuum, but other developers may still come forward.
d) Letter received from Mr & Mrs Moran – the letter raised issues with the proposed development of land to the east of Deene Close. The developer had attended the APC meeting in December, but no application has been submitted. The developers had requested feedback from APC regarding the site, to which APC had advised that as yet there are no details to make comment on as it is presently only a suggested site. APC do not like the idea of this site, but will wait and see if an application is forthcoming. Apologies were given to Mr & Mrs Moran that their letter was missed off the agenda for the February meeting.
e) Letter received from Mr V Arts – Mr Arts letter raises concerns regarding the density of the housing proposed on the Milton Road South site. APC have raised this issue in their response to the application, as the density does not meet planning policies.
f) APC consultation response – Diane Bratt reminded Councillors of the Parish Council response submitted to Cherwell District Council in March 2008 on specific sites.
In November 2008 APC responded to the Options for Growth Consultation. The allocation of houses has been cut down since then and 2 Category A villages have been removed (Cropedy and Hook Norton). Diane Bratt advised that this letter covers a lot of the comments both Councillors and residents have made. The comments regarding the categorization of Adderbury should be hardened up and issues regarding the transport and school should be added in. CDC should be reminded that allocations should be fairly spread out and consultations should take place with Parish Councils
 All agreed that the November 2008 letter should be re-sent to CDC along with
amendments discussed. All Councillors to send comments to Clerk and Chair to enable a response to be put together. The APC response will be added to the CDC website – Mr Wardley offered to put a link on the Adderbury.org website.
g) Milton Road North – planning application is being submitted Thursday 1st April. The application being submitted is for largely what the developers presented at the February APC meeting and what has been discussed with the football club over a number of years. The application is a full application for 35 dwellings. Originally, the developers had planned for a roundabout, but Highways did not support this. Traffic calming measures will be included at the entrance to the site; money has been put aside for this. This particular application provides for a lot more community facilities. Ivor Burgess raised that the football pitches are much better located that the Milton Road South application. One resident raised that the application was well thought out and provided parking for 40 cars. Ian Asbury raised concerns that there are now applications submitted for two conflicting schemes and Adderbury could end up with both developments. The Milton Road North is a small dense scheme and some of the objections raised for the South scheme will also apply to this one. Mr Coombs raised that some of the residents have had time to look at the proposed developments and to look at the balance – more sympathetic infill will be preferable to large expanses of dwellings. Mr Mascall stated that the Milton Road North application balances the road quite well, whereas the Milton Road South does not. Timms Homes are looking to use stone materials to be more in keeping with the rest of the village.
Diane Bratt advised that APC will look at the Milton Road North plans once received and will view and respond to the plans in the same manner as the Milton Road South application.

MR Bob Bickley had advised that his costs for maintenance will increase by 3% in 2010/11 due

09/255 LUCY PLACKETT
a) Bollards - Joyce Cox raised that previous discussions had been had regarding the possible addition of 3 bollards to the Lucy Plackett entrance (similar to those in Dog
Close). Quotes to be obtained for folding bollards, both lockable and non-lockable.
b) MUGA – Diane Bratt met with the contractor and agreed that work will start end of May / beginning June. The work will be completed within one week. The contractor felt that additional drainage is required; therefore 20m of French drain is to be added. The additional drains and the erection of the MUGA equipment results in approximately £1000 on top of the original quote. All agreed to accept revised quote.
Clerk to write to contractor to confirm order and MUGA installation details.
Diane Bratt advised that a temporary access surface will be put down and could be left down as a better finish if required. All spoil will be placed on the side in between the MUGA and the embankment and grassed over. 
CDC currently retains the funds for the MUGA installation. Clerk to write to CDC regarding confirmation of funds amount, the release of the funds and suggests for further use of the funds.

09/256 TO RECEIVE QUOTES
a) Day of Dance bins – quote for £234 for 3 x 1100w bins accepted.
APC would like to pass on their thanks to the Day of Dance committee for all their hard work. It is hoped that the work of the committee will remove any bad feeling associated with the day and address the concerns of residents. Thanks to the work of the committee, the Police will be in attendance with a mobile unit and private security has been arranged.

09/257 TRAFFIC CALMING
A number of letters/emails have been received from Mr Ringwood regarding traffic calming on the Berry Hill Road. He is concerned about the blind corner, having nearly been knocked down and feels that the sign is up in the wrong place. Ian Asbury raised that the sign was put in this position for traffic approaching from Milton on a fast, straight road. Joyce Cox raised that this did not address the issue of the blind corner. Diane Bratt stated that Highways take a view on traffic calming necessity based on accident statistics. The Parish Council have however received an email today from David Clough, OCC Highways and will add this to the agenda for the next meeting. 
Clerk to advise Mr Ringwood of the future agenda item.

09/258 SAFETY MIRROR
Paddy Leeman had raised that the safety mirror at Dog Close needed cleaning. Highways had been contacted to see if they could clean it, but advised that it is not Highways responsibility to do so. Ian Asbury volunteered to make arrangements to have the mirror cleaned.

09/259 PARTY IN THE PARK
a) Grant to Youth Club – Discussions regarding an email received from Party in the Park regarding the withdrawal of grant to the Youth Club. All agreed for letter of 
response to be sent to Party in the Park, citing communication failure and confusion regarding the status of the Youth Club.
b) Permission for use of Lucy Plackett – Permission to be granted, but Party in the Park to ensure that all rubbish / items are removed at the end of the event, as straw bales etc left in previous years. Hilary Gasper suggested that it may be better if Party in the Park did not allow anyone to bring straw bales on to the field.
c) Grant request – Diane Bratt raised the question of why Party in the Park give away funds each year if they do not have enough for the following year’s event? As the monies from the Party in the Park are given to charities, APC cannot give funds to the event as it would be contributing money to charity, which cannot be done. APC would suggest that Party in the Park retain adequate funds for future events. APC could consider 
a request to fund a specific item – Clerk to advise Party in the Park to put a request in writing.

09/260 ADDERBURY CEMETERY
a) Items on graves – APC asked J&M Humphris for their opinion on the increasing amount of items being placed on graves. All agreed that initially the regulations to be
placed on the Quaker notice board. If this does not have the desired effect, it will need to be revisited.
b) Cemetery inspections – Ian Asbury has now completed the inspection. There are
IA only 2 headstones which lean significantly but they appear secure. Ian Asbury to forward details of the inspection to the Clerk.

Day of Dance – Diane Bratt raised that one of the problems at the Day of Dance is the football club drinkers. A football match is played on the same day as the Day of Dance, after which the footballers and supporters continue drinking and filter out onto the field. The football club does not have permission to have drinks on the field. A letter is to be sent to

09/231 MATTERS ARISING FROM THE MINUTES OF 12 JANUARY 2010
a) Friend’s Meeting House – Ian Asbury has now met with 3 out of the 4 builders who are providing quotes for the repair of the building. All quotes to be submitted in time for the next meeting (30 March 10).
b) Salt bins – 3 salt bins have now been ordered (Tanners Lane, Kemps Road, and St Mary’s Road). There is currently a shortage of salt bins and bin supplies – awaiting update from OCC Highways.
c) Proposed bus stop upgrades – No upgrades will take place until OCC have met with Councillors – representative to attend the next APC meeting (30 March 10).
ALL Councillors to have a look around the village to see where any updated street furniture may be required before the next meeting.

09/232 OPEN FORUM
Colonel Stuckey wanted to congratulate the village on a wonderful performance of Aladdin. He also wished to commend the formation of a village cine club as a good initiative.
Tony Chard raised the question of bollards at the Lucy Plackett – to be discussed at the next meeting. Mr Chard also raised that the path at the entrance to the cemetery had all but disappeared, as the grass verge is very churned up and the soil has been pushed on to the path. Diane Bratt advised that this is to be taken up with OCC Highways to see what can be done to improve this.
A group of residents attended the meeting to raise a number of queries and concerns regarding current proposed housing developments.
Diane Bratt advised the residents that it is the Parish Council’s intention to listen to the developers currently looking to submit planning applications. The Parish Council will not be making any decisions until any planning applications have been submitted to Cherwell District Council. Diane Bratt also advised that any comments that residents wish to make regarding these applications, should be submitted to Cherwell District Council, and copied to Adderbury Parish Council.
Some of the concerns / questions raised:
Mrs Ross: The local school is currently oversubscribed – how does this fit in with development plans. The school is not equipped to handle any extra children.
DB – Cherwell District Council would take a view on what money would go to the school from the developers for enhancement
Mrs Coombs: Parish Council should be working to preserve the village, not expand it
DB – The Parish Council is not looking to expand the village
Mrs Bryant: Residents feel that the Council is listening to the developers and not listening to the residents
DB – The Parish Council is here to support the village as a whole and is not dismissing any views of the residents. The Parish Council has to look at the village as a whole, not individual elements.
IB – Developers are looking to involve the parish in development consultations – taking a bottom up approach. Ultimately, the Parish Council has no control over what the government decide to do.
Mr Maskell: Environmental impact of new housing developments on the village. There is a distance of 1.3 miles from the back of St Mary’s Road to the school. This will result in people having to drive children to school through the village, increasing CO2 emissions and congestion. CO2 emissions are still growing – better planning is needed to allow people to access facilities easily.

09/235 DEVELOPMENT SITES
Diane Bratt welcomed representatives for the Timms Homes proposed development – Paul King of Timms Homes, Clive Benfield of Benfield Homes, Jeff Colegrave and Laurence Wilbraham, Planning Consultant. A presentation was given to outline the proposals for the development of land on Milton Road / Horn Hill Road. The proposals include the relocation of the football club, which Timms Homes have been working closely with the football club to design. In 2006 a concept statement was submitted through the local planning process. Timms Homes are now getting ready to submit a planning application. In brief, the proposal included 30 dwellings on the eastern part of the land, 2 full size football pitches, sports pavilion and car parking. It is proposed that a mini roundabout would be added to Milton road to reduce traffic speed. An area of open space will exist behind the buildings to Horn Hill Road and the farm yard restored to grass land. The dwellings will consist of 2, 3 & 4 bedroom properties, with 30% allocated to affordable housing to meet the requirements of local people. 2 planning applications will be submitted, 1 for residential and 1 for change of use to recreational.
The recreational land will then be transferred to the Parish Council.

The second proposal is to develop the land adjacent to the burial ground – providing an extension of the burial ground to the western boundary, with improved access to the burial ground to allow funeral vehicles better access. 3 detached properties with garages then to be built between the burial ground and the old railway line.

Timms Houses advised that they are prepared to incorporate any changes that the Parish Council would like.

IB – Early access to the football ground required. Football club provides a single sport situation which is frowned on by government. Is there any intention for other things such as tennis courts to be added?
Timms Homes – the housing development is being treated separately to the recreation element. The recreation side will be transferred to the Parish Council so it is up to them if any other sports are added to the site.

PL – the affordable housing will be for local residents in the first instance. Is it possible that the houses can be used for local villagers only?
Timms Homes – yes, first and foremost the affordable houses will be for people from the village. If homes became vacant and no-one local wanted them then the housing associations would look outside the village for tenants. Local villagers will always take priority.

IB – will the football club be a shell or a fully kitted out building?
Timms Homes – discussions have taken place with the football club to not make the building too extensive and they are working with the club as to how they can help, as a standalone project.

DB – Would the club include a community element not just football?
Timms Homes – The football club have provided an initial brief, but the premises will transfer to the Parish Council – their decision what to do with the building.

IB – any anticipated problems with the planning application?
Timms Homes – scheme is developed to meet planning requirements and advice has been taken from CDC. Houses are designed with a village / cottage not urban feel.

Attending residents were then given the opportunity to make comments and raise any questions regarding the proposed development. Some of the concerns / queries raised:

• 30 years ago the planning for this site was thrown out as it was seen as detrimental to the village – what has changed?
DB – The government is asking for more housing to be built. Cherwell DC has a shortage of new homes being built, so it is looking for more areas. Adderbury is a Category 1 housing village, so it is unlikely that Adderbury will avoid further housing in the current climate. The Parish Council has a choice to either oppose everything or listen to developers and have some influence.
• The village has an ageing population. Should there be some provision for older people in, for example, bungalows. All current proposed developments are for houses only.
DB – there are some properties in the village which already meet the need of the elderly – though perhaps some of the affordable housing could be built to meet these needs. Are there any surveys done on the possible take up of the affordable housing?
Timms Homes – the problem with bungalows is that they take up a larger plot and are harder to incorporate in smaller sites.
• There are other areas which are much better suited to a housing development which would not cause the traffic flow problems.
• The current school couldn’t be adapted to take any more children as it is already over-subscribed.
Timms Homes – this will be taken up with the education authority. It is standard practice for developers to fund extra school places.
• Why are the sports facilities being moved from the centre to the edge of the village?
DB – the football club requested the move due to bad ground as it is built on a flood plain.
Timms Homes – the drainage at the current ground is inadequate and there is not enough space. The junior teams have been cancelled. With 2 pitches, match dates won’t be lost and the junior teams can play.
IB – also parking issues at the current ground
• People associated with the football club are the minority of the village. If the boundaries extend will the village end up joining with Milton? There is a fear of losing the village identity and opposition to the inclusion of a roundabout on the Milton Road.
DB – villagers have asked for traffic calming measures to be added to the Milton Road. The developers have taken on board comments made by villagers e.g. football club, traffic calming measures. OCC Highways will also take a view and advise accordingly.
• Has it been taken into account the effect the football club will have on load residents? Residents enjoy wildlife, peace and quiet.
Cllr Atkinson – CDC is desperately trying to build affordable housing. Provision of 15 on the Banbury Road development. Currently 52 people on the waiting list for affordable housing, of which none of those people are present to make their stand. Currently a large development on one side of the village, a further development is needed on the other side to balance it out.
• DG – any idea on timescales for the project
Timms Homes – outline to be submitted in the first half of March, decision expected from CDC at the end of May. Further detailed application August/September.
• The football club contacted all landowners in the village, Timms Homes and Mr Colegrave were the only party to offer the help required.

Diane Bratt thanked the Timms Homes representatives for their presentation and attendance at the meeting and commented that the proposed development is a very generous offer in terms of village facilities

Diane Bratt welcomed the second developer attendees of the meeting – John Ashton and Miles Thompson, West Waddy ADP, Andrew Saunders Daley – Berkeley Homes.
A presentation was given to outline the proposals for the development of land on Milton Road / behind St Mary’s Road. West Waddy ADP have been involved in this site for about 4 years as being suitable for development. An outline planning application was submitted 22 February 10. The proposal is for 65 dwellings with access and landscaping – this includes 28 affordable dwellings. The proposal also includes a football pitch, changing facilities and car parking. Half of the application site and been set aside for public open space. The proposal is for terrace houses with a linear feel, with a link through to the adjoining development for cycles and pedestrians only. A landscape buffer of 6 metres will be included between the development and the existing houses to safeguard privacy. The dwellings are proposed as two storey houses in a traditional style made from stone and local brick, with traditional features such as slate / tile roofs, chimneys etc.
Key benefits given of the development:
 Meeting the need and demand for housing within CDC
 Providing 40% affordable house, x 10% more than policy requires. More than half will be for local people
 Bringing added custom to local shops and facilities
 Creating landscapes and biodiversity enhancements
 Providing a new football pitch with changing facilities and car parking
 Upgrading footpath links
 Enhancing the approach to the village from the west

The developers intend to work with the Council on education shortfalls.

IB – Is the football field location set in stone? The owner of the land had suggested a different location for the field within the development.
West Waddy ADP – regular meetings have taken place with CDC. They have seen the layout and are comfortable with it. Application has been submitted in outline so the layout can be adapted. The football facilities will be provided early on and will be handed to the Parish Council. The proposed building is for changing facilities only and would not be the best location for a community building. The development could contribute to community facilities elsewhere in the village.

DB - Is there an amount for the contribution to the community facilities?
West Waddy ADP – CDC have not come to them with any information, but discussions are ongoing. The developers are aware of what the Parish Council would like to see and further information may be forthcoming from CDC in the next few weeks.
The developers are acutely aware of the impact that developments have on communities. The plan is to go in with an outline initially and discuss with the community real details at a later stage as they pride themselves on the quality of their developments. If the planning application is successful they will deliver the community facilities up front and anticipate being on site for around January 2011, taking approximately two years to complete the development.

MR – what is their thoughts on the over extension of school facilities?
West Waddy ADP – Cherwell DC presented them with a list of headings where contribution is required, but this has not yet been fully detailed.

IB – what is the density of the development?
West Waddy ADP – 31 houses per hectare which is higher than the adjacent housing.

Attending residents were then given the opportunity to make comments and raise any questions regarding the proposed development. Some of the concerns / queries raised:
• Is this an alternative development site to Timms Homes or additional?
DB – this will be up to Cherwell DC to decide.
• Adjacent fields have also been marked as potential housing sites
DB – Options for Choices, Banbury states that CDC is allocating 350 houses between 4 villages up to 2026. This equates to 87.5 houses per village. In the last 10-15 years 100+ houses have been built in Adderbury over 3 developments.
• Development could result in potentially 30 additional primary school children needing to get to school resulting in increased traffic, congestion, unsafe parking. Developments should be closer to facilities/amenities from an environmental angle.
• Are there any alternative sites that the developers are exploring? If the application fails is there any other site for development?
West Waddy ADP – this currently the only one, but they are always looking for development sites
• Residents felt that the proposed development was ugly
West Waddy ADP – indicative illustration only. There are different options and can start with a blank sheet of paper as good design is critical.
• Residents are in attendance as they do not want a development and require APC support. It is felt that there are other alternative sites within the village. It is crucial that APC decide what the village should look like as the village could hugely increase and move the boundaries considerably.
GH – applications are submitted to APC for their comments.
DB – APC have taken part in all CDC consultations on future development. APC don’t want the village to grow enormously and do not want big blocks of houses to be built.
• Residents didn’t choose to live in the middle of an estate but this development would put them in the middle of an estate.
DB – APC’s last response to CDC stated that 50 new homes should be the maximum for Adderbury.

Diane Bratt thanked the West Waddy ADP and Berkeley Homes for their attendance at the meeting and the presentation given.

09/236 LDF CORE STRATEGY
Diane Bratt raised that she is alert to the fact that the next part of the consultation started 22 February 10. It is on the website and all Councillors should have a look, though the consultation is largely about Banbury, but talks about village allocations in general. 350 homes to be allocated to Adderbury, Bodicote, Deddington and Bloxham. APC did respond at the beginning of the consultation suggesting a maximum of 50 homes in Adderbury over the next 17 years and that the allocation should be fairly shared out across the villages, as Adderbury doesn’t have the facilities of other villages. A response is required in April 10.

Ian Asbury raised a concern that there is a danger of one development getting approval first and the other removing the community facilities and adding more houses.
Clerk to advise all Councillors when any applications relating to the developments are received.

09/237 PLAY AREA INSPECTIONS
a) Lucy Plackett – Recent bin fire – blitz team to come out. Superficial damage to equipment. £1000 grant received for Lucy Plackett Activity Centre from Banbury charities.
b) The Rise – Litter picked up. Noticeboard still states previous clerk details – strip required to cover name. Vehicles parking on the grass and making a mess. Diane Bratt suggested that if it is a works van parking on the grass, details to be obtained. DG to keep an eye on the situation.

09/238 TO RECEIVE QUOTES
a) Allotment Wall – it was agreed to accept the quote from Max Garratt for £150 to repair the allotment wall
b) Village Maps – it was agreed to accept the quote form Edge signs for £164.97 to replace 3 village maps
c) Parish Noticeboard (by Parish Institute) – it was agreed that further comparison quotes should be obtained
d) Sports & Social Club steel grilles – it was agreed to accept the quote from t.p Steelwork Ltd for £200 to install steel grilles in the bar area.

09/239 CEMETERY

Diane Bratt raised the point that lots of items have been placed on graves in Adderbury Cemetery. These items are spreading out over and off the graves – Adderbury's rules and regulations stated that graves should be left in a mowable state.
Clerk to ask undertakers to remind people of the regulations. Councillors to have a look and see what they think as to whether further action is needed.
Ian Asbury advised that the problem only exists with the much newer graves. Clerk to ask Humphris’ for suggestions on how to tackle this.

09/240 FOOTPATH NOTICES
Postponed until next meeting due to Rhoda Woodward absence

09/241 AYNHO ROAD
Highways initially contacted the clerk regarding the posts that had been placed on the verge. Highways took them away but someone put some further posts back in.
Exiting Keytes Close presents an obstructed view when moving out on to the Aynho Road. 
Letter to be sent from the Parish Council to ask parents not to park on the verges. Highways should put the verges right and suggest ways to improve the situation.

09/242 PARTY IN THE PARK
The clerk has received an email from Party in the Park requesting a grant – to be added to the next agenda.
Party in the Park had retained some money for the Youth Club. Without any prior contact this money was given to Katharine House. APC disappointed that the money was withdrawn without notice. The Youth Club had allocated the money as feeder money.
Clerk to send letter to Party in the Park.

09/243 SEWER BLOCKAGE
Regular sewer blockages by the Lakes water entrance on the footpath. Thames Water visited the site and agreed that instead of one clean of piping a year, they will undertake two.

09/244 WALL AT HENRY GEPP AMENITY AREA
The wall has now been cordoned off (wall alongside play area). The holes in the wall were reported initially by a member of the public and subsequently reported by the clerk to CDC. Cherwell’s legal team believed the wall to be owned by someone else and are now trying to go back to the developer as it would seem the wall was not passed over.

09/246 VERY URGENT BUSINESS
Martin Rye raised the condition of the footpath towards the waterworks. Ian Asbury advised that he believed the electric board are responsible as it follows the line of electric cables. Some trees within the conservation area have been removed including some on the embankment which is owned by APC. Ivor Burgess believes that the work is still ongoing and that adjacent landowners advise that the work has been done without permission.

Friends Meeting House - Ian Asbury and Diane Bratt met with Dr Rose Todd, Cherwell District Council Conservation Officer, to discuss the windows and other general repairs to Friends Meeting House. Dr Todd has forwarded a list of contractors and details of organisations to approach for grants for the repair work. Ian Asbury is preparing a schedule of works; quotes will then need to be obtained.
Once costs have been established, grant applications can be submitted. Ian Asbury to provide update at the next meeting.
At present the windows are in a poor state, internal redecoration is required. No structural repairs are required - only improvements to the general condition are needed. The Friends Meeting House is an important part of the village history and needs to be more valued. If it is in a better state it may be more used and appreciated.

following advice from Halifax that they will be closing the Asset Reserve Account. To optimise the interest received, two accounts will need to be opened with Santander - one to hold the bulk of the monies, the other as the current account. A monthly standing order of £1200 will need to be made between the two accounts. All agreed for the Clerk to set up the bank accounts and the standing order arrangement.

09/220 PLANNING

09/221 AYNHO ROAD DEVELOPMENT SITE
The meeting was attended by Paul McCann, Banner Homes and Roger Smith, Savills to give a presentation on the Aynho Road development site. The purpose of their attendance was to present their ideas for the Aynho Road site and to listen to the Parish Council views on the development - using a 'bottom up' approach to design the scheme.
The site at Aynho Road is 7.5 acres - the current plans involve building approx 60 - 75 houses and a play area. 'Illustrative' plans were circulated to the Council members for discussion.
Some concerns were raised such as a lack of a modern community hall in the village and the strain the development may place on the capacity of the local school.
Banner Homes and Savills are keen to encourage community consultation to assist with the design plans. Further technical work has yet to be undertaken for the site, but at this stage Banner Homes would like to hear APC's 'informal' views.
Further discussion took place after the guests had departed. Clerk to respond to Banner Homes to thank them for their attendance and their informative presentation.

Diane Bratt raised an issue with a field on Aynho Road near to Nell Bridge. Planning permission had previously been granted for the barn conversion (despite APC's objections). Members of the Council to look at the building works and advise Clerk to any comment, which can then be forwarded to CDC as it is felt that a much tidier approach is required.
The building work on Manor Road to also be looked at - any comments to be forwarded to the Clerk.

09/222 PLAY AREA INSPECTIONS
Lucy Plackett - Tony Chard is waiting for the new split links to be able to carry out the repairs to the chain walkway. Tony Chard had also raised that he had looked at the swing seats and felt that they did not need replacing at this point in time. David Griffiths to retain the new seats until they are required.
Lots of large molehills have appeared around the play equipment over the last few weeks.
c) The Rise - Nothing to report as the play area is not receiving much use at this time of year.

09/223 PRECEPT AND BUDGET 2010/11
Mike Dolamore went through the points discussed at the last meeting and explained any changes made. The original precept figure had been calculated to a 9% increase from last year, which was too high a figure to submit. Mike Dolamore went through the budget figures and made some small changes and amended for any carry forwards which resulted in a 3% increase. This may have to be reviewed again if the increase is still too high.
All agreed on the final budget figure for submission to Cherwell District Council.

09/225 ACCESS TO SALT BINS
A number of requests for salt bins to be placed in the village had been received by the Clerk during the period of bad weather, including one letter for a resident following a fall due to icy conditions. Some discussion as to the best location for the bins - locations agreed:
Kemps Road
Tanners Lane (near the Dog & Partridge)
St Mary's Road / Milton Road
Clerk to place order for the bins and to respond to residents who have written to the Council requesting the bins.

09/226 PROPOSED BUS STOP UPGRADE PROPOSALS
EM Proposals for the bus stop upgrade were circulated to the APC, for comment and feedback to Oxfordshire County Council.
The Council members were unanimous in their disapproval / rejection of the proposals, as it was felt that the proposal was wasteful and unnecessary.
There is no need for new poles, copious road markings and duplication of existing signage and timetables. Rhoda Woodward raised that the proposal to raise the kerbs causes more problems as the bus driver doesn't always pull up close enough to the kerb. The raised kerbs are also problematic for people trying to cross the road. The proposals increase the clutter by adding extra poles, when currently existing street furniture is used. Timetable information is currently adequately displayed, rendering it unnecessary for extra street furniture to be added to display the information. Clerk to respond to OCC.

09/228 VERY URGENT BUSINESS
The bus shelter on The Rise had been vandalized - Joyce Cox had been trying to find out who owned it with no success. Oxfordshire County Council made safe the electrics box within the shelter.
Water Lane does not currently have a road sign - Clerk to find out who provides the road signs. Clerk to also arrange removal of old garden centre sign as raised by Paddy Leeman.
Two temporary traffic orders had been submitted to the Clerk - to be displayed on a Parish noticeboard.
Lucy Plackett Activity Centre panel heaters have now been installed.
David Griffiths advised that Nick Allen has got the original village maps. He will update the maps for free, ready for the printers to reproduce the maps for use around the village.
 Ian Asbury advised that the work on the ditches in the cemetery had not been completed adequately, as there needs to be some form of cover over the walled pit - it is currently exposed and needs to be made safe. Clerk to advise Diane Bratt of the original work specification given to David Beecroft Ltd.
