DRAFT MINUTES OF THE MEETING OF ADDERBURY PARISH COUNCIL HELD AT CHURCH HOUSE, ADDERBURY ON 24 JUNE 2008 PRESENT: Diane Bratt (Chairman), Rick Atkinson, Ian Asbury, Ivor Burgess, Ian Asbury arrived at 7.45 pm, Keith Mitchell attended from 8 pm until 8.45 pm IN ATTENDANCE: Pam Haynes (Clerk) APOLOGIES: were accepted from Graham Harris (work commitments). The Minutes of the meeting held on 13 May 2008 were taken as read, duly adopted and signed.
08/85 Diane Bratt declared an interest in Cotefield Farm. MATTERS ARISING FROM THE MINUTES OF 13 MAY 2008 Co-option of members It was agreed that Patricia Leeman and Jamie Cox be co-opted onto the Parish Council. Both Mrs Leeman and Mr Cox would be invited to attend the next meeting. It was reported that a further member was still required and the Parish Council would continue to advertise. Council Representatives, Risk Manager & Cemetery Bins Rota Rick Atkinson would be standing down from the Adderbury Parish Institute Management Committee. The new members would be Andy Green, as Chairman, and Ivor Burgess. There was still a vacancy for a Governor at Christopher Rawlins School and a representative for Adderbury Park Football Club. Rick Atkinson would be standing down as Risk Manager and Ian Asbury would take over this role. David Griffiths, Ian Asbury, and Ivor Burgess would go on the Cemetery Bins rota and Diane Bratt would ask Mr Shillito if he would also be prepared to go on the rota. Ivor Burgess agreed to organise a topple test. Risk Management Rick Atkinson provided information on how risk scoring and categorising worked and explained how the scores were prioritised. He advised that all the information was stored on disk and he would be happy to go through this in more detail if necessary. Flood Alleviation Rick Atkinson reported that Tony Brummell from Cherwell District Council was continuing negotiations with the Environment Agency. It was agreed that Rick Atkinson would follow up with the Footpath Officer at Oxfordshire County Council. Sheeting for Allotment Gate It was agreed to apply for retrospective planning permission as the sheeting for the allotment gate had already been put in place. Grant for Party in the Park An application form had originally been sent in May but this had not come through to the Clerk. It had, therefore, been re-submitted and all members gave approval for a grant to be awarded in the sum of £200.00. Postal address for Old Cheshire Home site The following suggestions were put forward and would be passed on to Cherwell District Council: "Janet Blunt" and "Leonard Cheshire" for the two apartment blocks and "Greenhill" for the road name. OALC - Planning course It was agreed that the Clerk would look into further planning courses for Joyce Cox and any other members who would be interested. Silt Survey - Adderbury Lakes All members were in agreement to the revised quote from Amenity Water Management for £500.00. OPEN FORUM Issues raised: The members were thanked for agreeing to replace the steel barrier in Church Lane with a new oak version. It was requested that the Parish Council look into whether it would be possible to replace the steel barrier outside the church. The Parish Council were asked if they could write to Ruth Todd, the Conservation Officer at Cherwell District Council with regards to the Highways Authority discussing future works with the Parish Council. The subject of dog litter was raised and it was agreed that a notice would be put on the Adderbury website. The problem with fast moving traffic through the village was discussed and it was agreed that the clerk would write to the Highways Department. St Mary's Road name signs had been removed and it was agreed that the clerk would organise replacements. A resident of St Mary's Road had encountered problems with items going missing from his van and had requested that extra street lighting be installed. It was agreed that the residents of the relevant houses would be contacted for their views. 08/88. ACCOUNTS FOR PAYMENT The following accounts were approved as paid: G & S Window Cleaning Services - Clean gutters at LPAC £45.00 It was agreed to pay the following: Christopher Rawlins School- photocopying (to 26.02.08) £49.68 Bank reconciliations to 24 June 2008 were circulated for information and it was agreed to transfer the sum of £4,000 from the Barclays Saver Account to the Barclays Current Account to cover the cost of outgoing cheques.
08/89 Section 4 of the Annual Return had been approved by the Internal Auditors with a minor amendment on the Balance Sheet. PLANNING Planning Applications No observations had been made by the Planning Committee in respect of the following applications: 08/00882/F Mr C Howells 08/01210/TCA Mr & Mrs Adams 08/01208/TCA Mr & Mrs Craven 08/01024/F Mr P Hancock Observations had been made by the Planning Committee in respect of the following applications: 08/00879/LB Mr I Sayers OCC Matter Smiths of Bloxham 08/01165/F Paul Harris 08/01249/TCA Mr Ian Sayers 08/01212/TPO Mr & Mrs Scott 08/01307/TCA Mrs Fisher Objections had been raised by the Planning Committee concerning the following applications: 07/02545/F Banbury Golf Club Local Development Framework Diane Bratt reported that a meeting had been arranged for 4 July with Chris Thom from Cherwell District Council and she would report back at the next meeting. To receive an update on amenity areas Sydenham site - Cherwell District Council have sent a formal letter to Charles Church requesting the amenity areas are left in a satisfactory manner at which time they can then be transferred over to the Parish Council. New Aynho Road site - Cherwell District Council would be transferring the amenity land over to the Parish Council once a small amount of remedial work had been completed.
To receive reports on Inspections Joyce Cox reported that the grass needed cutting in the Lucy Plackett play area, there were some slats missing from the fence and the signs needed replacing. David Griffiths advised there was nothing to report and all looked satisfactory in The Rise. Teenage Facilities Diane Bratt reported she would be meeting with a company to discuss the re-siting of the play equipment and had been looking at brochures showing teenage shelters and skateboard runs. It was agreed that a committee would be set up to include Diane Bratt, Joyce Cox and Rick Atkinson - the committee would also include teenagers. Diane Bratt reported that she had received a letter from Beckie Scarff and also that she had now met Kyle, the teenager who had put messages on the Adderbury website. OPFA PLAY & SPORTS SEMINAR A report on the Play and Sports Seminar attended by Rick Atkinson had been circulated. Rick Atkinson recommended that weekly inspections be carried out, with a check list and comments to be sent to the Clerk for filing. Rick Atkinson stated he was very keen to involve the teenagers and a retired policeman had offered to give help and advice from an anti-crime perspective. He reported that he was currently pursuing Oxfordshire County Council for extra funding for teenage equipment. NOTICE BOARDS The resident of the house in Rochester Way, where the notice board was situated, had asked for the board to be removed and this had been done. It was agreed to review the situation of notice boards in three months time. THIRD PARTY FUNDING Rick Atkinson had requested third party funds for the Institute. It was agreed a letter would be sent to Mike Dolomore, the secretary of the Institute requesting details of exactly what the funds were for, and the Clerk would check the budget to ascertain what funds were available. TRAFFIC CALMING It was agreed to write to the Highways Department asking if speed signs could be put in place on the Berry Hill Road/Milton Road area. ADDERBURY FRIENDS MEETING HOUSE A letter had been received from Ann White advising of a crack which had appeared in the Friends Meeting House building. A report was currently being prepared to ascertain what needed to be done and they were asking if the Parish Council would contribute towards the costs of remedying the situation. It was agreed that the Clerk would check the details of the lease whilst awaiting the report. WAIVING OF ALLOTMENT RENT FOR MR WYATT It had been agreed at a previous meeting (but not minuted) that the allotment rent for Mr Wyatt for the period 1 October 2007 - 30 September 2008 would be waived. CORRESPONDENCE RECEIVED AND CIRCULATED Keith Mitchell, Leader of Oxfordshire County Council Holly Cottage - letter received from Mr Godwin - Rick Atkinson to visit. Oxfordshire County Council Cherwell District Council Angela Myers - thank you letter regarding the bench at Lucy Plackett Letters received from CPRE South East England Regional Assembly - Review of sub-regional allocation of primary land-won aggregates in the South East Thames Valley Police Authority Sacha Barnes Associates RPS Planning & Development Ltd - Plan Document Issues & Options ANY OTHER BUSINESS Repairs to the wall at Adderbury Court were near completion. The bus shelter in Cross Hill Road needed repairs carrying out to the roof. The railings outside the Post Office/Vets were very rickety. The vegetation at The Wickets needed to be cut back in the Autumn and David Griffiths agreed to speak to the owners of the property. Trees at Erridge House in Horn Hill Road needed to be cut back as they were overhanging onto the path. Mrs Fisher had applied for planning permission for other tree work to be carried out and it was agreed the Clerk would write to request this work could be carried out at the same time. Work to the property 23 Round Close Road was being carried out and planning permission had not been sought. It was agreed The Planning Enforcement Officer would be contacted.
