MATTERS ARISING FROM THE MINUTES

Ann Lyons declared an interest as a resident of Dog Close.

Amenity Areas - Adderbury Court Wall - it was agreed to ask Justin Williams to go ahead and repair the wall at Adderbury Court Gardens.
Twyford/Adderbury - It was agreed to defer this matter for three months from the decision in February for further discussion.
Flood Alleviation - A letter had been received from Tony Baldry, which had been circulated. Rick Atkinson reported on a further site meeting he has had with Tony Brummel of Cherwell DC. There are three things which can be done which are being considered, dig a relief channel in the Lucy Plackett Field, widen the bridge parapet for the plank bridge and create an overspill between the Mill Stream and the Sor Brook, if the owner of the land agrees. These measures would not prevent flooding but should reduce the risk of damage to property. Tony Brummel has now had pegs placed in the Lucy Plackett field to show the two possible routes for the relief channel. It was agreed to hold a site meeting on Saturday 29th March at 10.00 a.m. It was agreed that information should be placed on the website at the appropriate time to ask for villagers' views.
Party in the Park Insurance - The Clerk advised on the outcome of her discussion with the insurers, who had stated that provided the Parish Council had not been negligent our insurance would normally cover public liability but in the circumstances where the event was being organised by another group, they would need to have public liability insurance which would also cover damage to property. It was agreed to write to the organisers to confirm that should ensure they have insurance in place.

Local Development Framework - Rick Atkinson advised he had been to the village workshop on 11th March. The letter of response to the supplemental consultation on issues and options was agreed.

Leonard Cheshire site - A letter of response to the Parish Council's formal complaint about the decision making process had been received from Cherwell DC. It was agreed to take no further action. A letter had also been received from Cherwell DC about funding of play facilities at the Lucy Plackett Field and it was agreed to get further clarification.

PLAY AREAS

Ann Lyons declared an interest as a resident of Dog Close.

Inspections - The Rise; everything was alright and there had been no further damage to the swing seats. Lucy Plackett Play Area; The monkey swing chains all need tightening and there is graffiti in the Crow's nest. It was agreed to ask Simon Verdon to take a look.
OPFA Roadshows - Details had been circulated.
Teenage Facilities - It was agreed to look at possible locations for a goal end and other equipment or shelter at the site meeting at the Lucy Plackett Field. Diane Bratt had talked informally to a number of teenagers who were interested in facilities and somewhere to hang out.

ARRANGEMENTS FOR THE DAY OF DANCE

A request had been received for the provision of two bins for the day of dance. One bin had been budgeted for specifically, the cost of the other could come out of general maintenance. It was agreed to arrange for two bins, and to try and get them collected at the earliest possible opportunity. It was agreed to send the usual letters to the pubs.

ARRANGEMENTS FOR THE ANNUAL PARISH MEETING

The meeting is on 23rd April with Mary Harpley, the Chief Executive of Cherwell DC as the speaker. Keith Mitchell had already agreed to provide a financial report. Trish Fennell kindly agreed to provide refreshments. It was agreed that the meeting should start at 8.00 p.m. with a short Parish Council Meeting beforehand at 7.15 p.m.

FRIENDS MEETING HOUSE

A request had been received from Banbury Friends to use the Meeting House on the third and fifth Sundays of each month between May and September. The request was agreed.

It was agreed to ask Rascals to cut the Catoniasta on the corner of the building and to chase up the removal of the bench.

ARRANGEMENTS FOR APPOINTMENT OF A NEW CLERK

The post has been advertised and applications are due in by 9th April. A small committee will interview the following week. Diane Bratt and Joyce Cox will be on the committee. Simon Verdon will be asked, but if not Graham Harris agreed to go on the committee. The aim is to confirm the appointment at the meeting on 23rd April.

MAINTENANCE

Dog Bins - A quote had been received for installing three dog bins, two on lampposts at Rawlins Close and opposite Twyford Gardens and one on a post to be installed. The quote from David Chandler for £150.00 was agreed. It was also agreed to pay the costs of purchasing the necessary post.
Notice Boards - Mr Chandler had looked at the Parish Council Notice Boards but had advised that it would not be worth repairing them and that the Parish Council should look at obtaining new ones. The Notice Board in Rochester Way had had a door removed by vandals. The Clerk was asked to look at quotes for repairing it.
Oak Style - It was agreed to accept a quote for £698 from Mr Chandler to supply and fit an oak barrier to replace the steel one in Church Lane. This is in thanks to Colonel Stuckey for his many years service to the Parish of Adderbury as a parish Councillor and Co-ordinator of Neighbourhood Watch.

Holes had been left in the grass verge at the development in Aynho Road following the removal of the bollards. The matter would be referred to Highways.
