| Minutes of the Meeting of Adderbury Parish Council held at Church House, Adderbury on 25 March 2008.
PRESENT:Mrs Diane Bratt (Chairman), Messrs Rick Atkinson, Ivor Burgess, John Harper, Graham Harris, Keith Mitchell Mrs Joyce Cox, Mrs Ann Lyons and Mrs Rhoda Woodward. IN ATTENDANCE:Helena Scott (Clerk) APOLOGIES:were accepted from Messrs Ian Asbury, Simon Verdon (work commitments) and for late arrival were received from Mr Keith Mitchell and Mrs Diane Bratt. It was agreed that Mr John Harper would chair the meeting until the arrival of Mrs Bratt. The Minutes of the meeting held on 26 February 2008 were taken as read, duly adopted and signed.
Ann Lyons declared an interest as a resident of Dog Close. Amenity Areas - Adderbury Court Wall - it was agreed to ask Justin Williams to go ahead and repair the wall at Adderbury Court Gardens.
Issues raised concerned: CPRE meetings are open to Parish Councillors; copy minutes in the library. Mrs Bratt arrived and took over the Chair. 08/041. The following accounts were approved as paid: Banbury Guardian - Job advert £504.08 It was agreed to pay the following accounts: Christopher Rawlins School- photocopying (to 26/02/08) £61.43 D J Chandler - Repair Fence Lucy Plackett Play Area £80.00 Rascal Horticultural Services - Cemetery Maintenance winter visits £103.00, Cut hedges £257.00 Cherwell District Council - Empty Dog Bins - winter £241.96 Adderbury PCC - Room Hire £34.00 K. Oliver - Maintenance at the Lakes (Jan/March 2008) £50.00 Petty Cash Reimbursement (Oct/March) £18.52 Inland Revenue (NI and Tax for quarter 05/04/08) £105.25 Telephone & mileage expenses- Clerk (Jan/March 2008) £47.69 Clerk's Pay - March 2008 £517.26 Cherwell District Council - Cemetery Rates 2008/09 £127.05 Bank reconciliations to 13 March 2008 and cash flow summary to 29 February 2008 had been circulated for information.
John Harper declared an interest as a District Councillor and member of Cherwell DC North Area planning committee. Planning Applications - No observations had been made by the Planning Committee in respect of the following applications: 08/00215/F Mr S Gaal Single storey rear extension to extend existing kitchen 17 Griffin Close, Twyford 08/00229/F Mr and Mrs A Trew Rebuilding of single storey rear extensions and provide chimney pots to stacks Beacon House, Horn Hill Road, Adderbury 08/00230/LB Mr and Mrs A Trew Rebuilding of single storey rear extensions, take down rear conservatory, provide chimney pots to stacks, 1 no window to rear and internal alterations Beacon House, Horn Hill Road, Adderbury 08/00352/TPO Mr and Mrs Dolamore Thinning and maintenance work to Yew trees subject to TPO 7/95 Tinkle Cottage, The Green, Adderbury Observations had been made by the Planning Committee in respect of the following applications: 07/02545/F Banbury Golf Club New Clubhouse to replace existing facilities. New maintenance and ground facilities, car parking and access road Banbury Golf Course, Aynho Road, Adderbury 08/00232/F Mr and Mrs Wallace Alterations and extensions including new pitched roof and two storey extension Old Wharf, Aynho Road, Adderbury 08/00381/F Ms Jen Turner Remove existing single garage and construct new single garage and garden room. 14 Dog Close, Adderbury 08/00432/F Mr & Mrs John Frost Single detached garage St Hilary, Manor Road, Adderbury Local Development Framework - Rick Atkinson advised he had been to the village workshop on 11th March. The letter of response to the supplemental consultation on issues and options was agreed. Leonard Cheshire site - A letter of response to the Parish Council's formal complaint about the decision making process had been received from Cherwell DC. It was agreed to take no further action. A letter had also been received from Cherwell DC about funding of play facilities at the Lucy Plackett Field and it was agreed to get further clarification. 08/043. Ann Lyons declared an interest as a resident of Dog Close. Inspections - The Rise; everything was alright and there had been no further damage to the swing seats. Lucy Plackett Play Area; The monkey swing chains all need tightening and there is graffiti in the Crow's nest. It was agreed to ask Simon Verdon to take a look. 08/044. ARRANGEMENTS FOR THE DAY OF DANCE A request had been received for the provision of two bins for the day of dance. One bin had been budgeted for specifically, the cost of the other could come out of general maintenance. It was agreed to arrange for two bins, and to try and get them collected at the earliest possible opportunity. It was agreed to send the usual letters to the pubs.
ARRANGEMENTS FOR THE ANNUAL PARISH MEETING The meeting is on 23rd April with Mary Harpley, the Chief Executive of Cherwell DC as the speaker. Keith Mitchell had already agreed to provide a financial report. Trish Fennell kindly agreed to provide refreshments. It was agreed that the meeting should start at 8.00 p.m. with a short Parish Council Meeting beforehand at 7.15 p.m.
A request had been received from Banbury Friends to use the Meeting House on the third and fifth Sundays of each month between May and September. The request was agreed. It was agreed to ask Rascals to cut the Catoniasta on the corner of the building and to chase up the removal of the bench. 08/047. The post has been advertised and applications are due in by 9th April. A small committee will interview the following week. Diane Bratt and Joyce Cox will be on the committee. Simon Verdon will be asked, but if not Graham Harris agreed to go on the committee. The aim is to confirm the appointment at the meeting on 23rd April. 08/048. Dog Bins - A quote had been received for installing three dog bins, two on lampposts at Rawlins Close and opposite Twyford Gardens and one on a post to be installed. The quote from David Chandler for £150.00 was agreed. It was also agreed to pay the costs of purchasing the necessary post. 08/49. Holes had been left in the grass verge at the development in Aynho Road following the removal of the bollards. The matter would be referred to Highways. 08/050.
